Default apostrophe/s

Hi,
It suddenly occurred to late, ( must be having another senior moment) that
the thread which took up so much interesting time and space on this group,
last year, concerning the use of the apostrophe seems to have reached the
ear of a government department.
We now read that exam papers for GCE will be marked down if the usage is
incorrect.
Does someone on this newsgroup work in the education department in
government ?

This must be for English papers only.
I mark Physics and if the ONE answer, that is used for THE ONLY
spelling/punctuation/grammar mark (out od 40), is 'understandable' then the
mark is given.
