Default Hanging baskets and the drought

Hi all,
Last year we we set up the Gardena system for automatically watering the
hanging baskets throughout the season. It worked great.
This year however, we might not be able to use it due to the iminent drought
order (we are in Herts).
Has anyone set up a similar system but maybe using a small electric pump to
utilise the water in the waterbuts or any other
suggestions.
Any help/ideas greatfully received.
