Default Wisteria Problem

I need some help with this one please…

… I planted a pot grow wisteria a few years ago it did well the first year then in year 2 it looked sickly and not throwing out loots if the whippy growth which they normally do. I persisted for another year or so then pulled it out. I've replaced it (put compost in the soil etc), again year one did well buy now this year it has come into leaf but now has stopped growing - showing much the same symptons as the last plant. Could this be vine weevil causing this? There is vine weevil damage on the rhododendrons in the garden. Soil type: acidic loamy sand.

What do you think?
