Default Clematis newbie question

This question may sound naive but I can't find this information in three
clematis books!

Am I right n assuming that new type 2 (slight prune) clematis plants will not
reach anything like their full size in the first year after planting but will
get bigger over successive years?

I have three plants, I think they were 2 years old when bought & planted
early this year around the time of coming into growth, and they are all half
the size now that is stated. So I hope this is in fact- normal.
