Default Charge for compost bin

Secrertary of the allotments says he's just heard today the govt is
looking at charging people for every compost bin they have.
Have had a quick look on the news online but can't see anything about
it...

Seems unlikely, surely they cannot have it both ways? Either they get rid
of our waste which costs them or we are encouraged to compost which saves
them money.
