Could it be this proposal (or similar) in Cheltenham?

"Replacing the existing fortnightly collection service for garden waste
with a charged-for weekly service, also from September 2009, collected at
the same time and in the same vehicles as the kitchen waste. Households
who wish to participate in the weekly garden waste collection service will
be provided with a special wheeled bin for this service at the cost of
£30.00 per bin per annum or £15.00 for those households in receipt of
council tax benefit.."

That sounds similar to Bristol. I had to buy my 'green wheelie bin'
which I can use for garden waste and cardboard. I also have to pay
an annual charge of, IIRC, £29.00 for the service - but it does save
me going to the tip.

This arrangement started about 2 years ago. The green bin is
collected, as is the food waste which goes in a separate bin
provided by the Council, weekly. Works well and if you don't want
a 'Green Wheelie bin' you can buy sacks for garden rubbish.

Seems somewhat of a cheek to expect people to buy the bin and/or be
charged annually for this sort of thing, given that the LA would
(presumably) rather people did this so as not to have to landfill it.

Our garden waste is also collected here, in the same wheelie bin that
takes kitchen food waste, but they don't have the cheek to charge for it
(not that we really use the facility, except for getting rid of say
things like brambles or weeds I don't want to compost)
