Default Can I plant a hedge in summer?

We're planning to put our house up for sale in the next few months and
I'd like to brighten up our small front garden which is mainly
concrete paving slabs at the moment.
We'd like to plant a hedge in some planter boxes which I'll make
myself from decking boards.
Is it possible to plant a hedge in the summer and what would you
reccommendI plant. I think it would be preferable if it was something
which didn't require constant watering as we do go on holidays a fair
bit.
