Question variegated poplar tree

Hi,

I have a variegated poplar tree, it is about 5yrs old. I would like to remove the lower branches and have an umbrella effect, as it is resting on my lawn. Is is OK to do this, I would hate to loose my tree and what time of year is safe to remove them.
