Default privet cuttings

two questions:

when to take them

how long before they reach 4 feet high (p.s. they're not variegated, so have
the max amount of leaf chlorophyll)

Any time you like but best in Autumn,
Depends on many factors, but to get a good 4ft plant is slower than
geting a shoot to 4ftI'd alow 3 years, but you could root small
branches in the autumn.
