Default Vine weevil or what

Something is nibbling the edges of my hellebore leaves. Similar
nibbles have been made in the leaves of my potted fuchsias.
I am pretty sure that the fuchsias have been got at by vine weevil but
am not sure about the hellebores.
Before I go watering on the biological control can anyone suggest
anything else it might be? I have been plagued with vine weevil for
years but in the last couple of years thought I was getting on top of
it. Have not seen any adults lately and last winter I lost none of my
over-wintering plants to the grubs.
Any advice appreciated
