Default when to dead head petunias?

when the flower petals flop?
when the petals are rolled up like a tube? (or is this flowers that have yet
to open?)
when the seed shows?

The rolled up ones have still to bloom - they usually stand semi
upright.

Blooms that are past their best sort of flop downward - these are the
ones to remove - before seed sets as that uses a lot of the plants
energy.......
