Default Perennial Planting

My sister wants to order some perennials from Parker's. She's ordering the
full border thing where you get 72 flowering perennials that go together
nicely. I assume they'll probably be jumbo plugs and dormant when they
arrive.

When can these perennials be planted out into the border? Should she wait
another month or two?

I would plant them as soon as possible--perhaps put a layer of mulch on top
to give a bit of frost protection.
