Default Herbaceous Peony

I wonder whether anyone can help.

I have a cluster of herbaceous peony that came with the house over 7
years ago. It flowered beautifully but about three years ago something
went wrong; most buds remained small and dried up. The cluster produced
only one flower. About two years ago I dug up and moved over half of
the cluster; it didn't flower in the first year but this year it
performed well. The remaining cluster still, in its original location,
made no change; that is, all but one bud failed mature.

I tried feeding, mulching, watering, protect over winter, leaving the
leaves on until they brown and beyond, etc. My plan is to move the
remaining cluster, but I like its present location and ideally would
wish to leave them in place.

Any help?
