Default white jelly like substance on soil

i noticed today on two pots that i had summer bedding in and then just replaced bedding plants with spring bulbs that on the top of the soil there was a white jelly like substance.

anyone know what it is? should i remove?

It's usually the moisture retaining gel that you put in to keep the plants
going through summer.
