like to buy them fairly small, just a few inches tall.

various sizes from seedlings upwards.

Try this list. Seedlings are seedlings, whether intended for bonsai or
not, though you may be charged more if you buy from bonsai nurseries.
Andrew Norfield has been selling pre-germinated seeds for years.

Don't know where you live but Westonbirt Arboretum, Glos, sells young
acers. Try also Mallet Court Nursery, Somerset.
