Default (Long) Study says federal aid was little boon to loggers

snip
Comment by poster: Clinton is given something of a bum rap here, in my
opinion. He was kind of a lame duck president, with the GOP trying to
discredit his work at every opportunity. So the aid plan he initiated
was poorly implemented. How is that different from Shrub's proposed
forest management plan of cutting most of the trees?

Some real good was done by the bailout cash. For a long time anyone
could get tuition waivers at the two year colleges, whether or not they
had ever worked in timber. All you had to be was out of work and from a
timber area. It also became quite the standing joke when our local
politicians repeatedly handed out the same big cardboard check at
dinners. It was no secret that much of the money was just rebadged as
"timber" dollars.
