Default Bird damage

Is there anything one can do to prevent birds - particularly sparrows- from
eating the new leaves of small leaf bamboos as they come through?

Try feeding the sparrows something they would prefer.
Sprouts come to mind as does shredded lettuce.
maybe a sowing of alfalfa or similar with your boo
