Default [IBC] Help on Pond Cypress

I just noticed a problem on a pond cypress. There are several firm,
gall-like white with a little light green growths wrapped around the stem that also
encase some of the leaves. When I searched for problems with pond cypress,
every link I looked at said there were no pests or problems. Can anyone help
me with this. I am posting a picture. Tried for a close up and it may be
too close up as it looks somewhat fuzzy. It is not....more smooth and firm to
the touch.
