Default Propagating Fescue?

Xref: news7 rec.gardens:214606

I overseed with tall fescue for its deep roots, drought resistance and
dark green color. However a recent post said some fescues do not
propagate and were called "clump fescues". Can you tell me if any in
the following mix propagate by rhizomes?


50% Rebel III tall fescue
25% Rebel 2000 tall fescue
24% Genesis tall fescue

If they propagate by dropping seeds how do you maximize the process
without letting the lawn go uncut for too long?
