Default Persimmon Leaf Fungus?

Planted a number of ordinary persimmon trees a few years ago and keep
having a problem with new leaf growth. It looks like this;

I try to spray the trees with a fungicide every so often but it hasn't
been very effective at reducing this problem. Any idea what this is?
