Do all Dahlias develop tubers ?

I have a lovely Dahlia Clarion, I've just taken some cuttings. If they succeed, will they develop tubers which I can overwinter.

Also we bought a different variety which came in small pots and was just rooted. Do all varieties develop tubers ?
