Default Wilting Dahlias

I have a few dahlia plants that keep wilting on me, depsite regular
watering. (They sometimes look like week-old celery, almost rubbery.)
Other dahlias right next to them seem to be doing fine. I'll grab the
hose and soak the wilting dahlias, and they seem to perk back up
fairly quickly. Do different dahlias have different water
requirements, or could there be another reason some of them wilt?

Default Wilting Dahlias

When I've seen dahlias do that, most times the tuber has rotted away and the
plant is only living on what few roots it made before it rotted.
