Default lime jello algae?

Today I have lots of large globs of stuff that looks like melted lime jello.
It is on the water hyacinth roots and the azolla roots to the point of
dragging the azolla under water. It is forming on the lily pad stems. It
has taken over the kiddie/pool/veggie filter overnight and has started on
the pond. What is it?

I finally got clear water last week for the first time this year. The water
is still clear but with the green slime on top I still can't see the fish.
