Default Koi feeding question

Is there any way to get teh fish to come to the surface while feeding
them? The thing is I'm not sure if he's eating the food since I've only
seen him one time while I was feeding him.

This comes with time and patience - after he or they get used to seeing you
by the side of the pond when they are getting fed, the more friendly the
fish become - eventually they will come like a herd of buffalo towards you
or others across the surface whenever they see you standing there

Use only a floating food. Put only a little bit of food in until the pond
pigs start acting like pigs and going for it before it hits the water. If
you put your hand in the water near the food, they will learn to eat from
your hand. If they are finding plenty of insects, snails, and other
critters in the pond, they really don't need or want the store bought stuff,
and it is hard to get them up in that case.

Are you using floating food? How long have you been trying to get him to
the surface? Do the other fish come up to feed? That often induces shy
fish to come up.

It also helps if you lower the water level until they are at the surface.

If you have a few small fish in a pond, they often hide under plants, milk
crates, or any other hiding spot they can find. If you go to the pond after
sunset with a small flashlight, you can often find them feeding on insects
near the surface.

Depending on the number of fish, and the size of the pond, you might not
have to feed the fish, because of all the insects that fall into the pond
every evening.
