Default white bugs in flower garden

I've notices white bugs in few places in my flower garden. They looked like
termites but without legs. I've never seen a termite in real life but
pictures and don't know about the size. I don't think termites will be out
in the flower garden which is in the sun most of the day.

Does anyone have an idea what they might be?
