Is it too late to plant starter tomatoe plants here in Houston? We are

I understand that covering the tomoatoes with a lattice helps to keep the
overall temp cool and help the plant to flourish. Got that info out of a book by a guy living in San Antonio. Going to try it myself. So I'd give it a try.
