Default Junipers turning brown

I have some ornamental creeping junipers in one of my beds. They have
thrived for about seven years. But this past spring they have started
turning brown. One of them has now turned almost completely brown. I put
some fungicide on them in the spring. This appears not to have helped much,
though. Any idears?
