Default Cutting a Hebe?

I have 2 Hebes and when is the best time to cut them, and is there a
way to cut them or are they like a hedge?

Most can be sheared all over to form a densely foliaged shrub, but it all
depends on which they are. Hebe odora (syn. H. buxifolia) can be trimmed to
a very dense, low hedge but others have a longer internodal length and are
far taller. Generally, as most hebes are probably a bit tender in the UK,
I'd suggest the you leave any pruning until after winter. The link below
