Default vine weevil and rosemary beetle!!

I have a small border at the front of the house that is NW facing. Its been
planted up twice now the first got destroyed by vine weevil the second by
rosemary beetle.

Does anyone have any good ideas what would thrive in this (dry) site and not
get eaten alive??? I wanted to have Mediterranean herbs but the rosemary
beetle killed all of them. I favour the unusual by the way.... any ideas?

ps btw we have Knotweed at the back too, great eh?? oh and mice or some
rodent eats all the Camellia's (and other) flower buds!!!! .....great :-(

Nandina domestic 'Pygmaea'? But you'd have to keep the soil moist.
Possibly Geranium palmatum. Low growing or trimmed Cotoneasters.
Topiary box. And treat the area regularly with nematodes, perhaps.
