Default diseased hedge

Hello,
I'm hoping someone may be able to identify the disease that is killing
my dad's hedge. I've got two pictures at
http://indigo.ie/~gerrymcc/hedge.html

Thank you for any help,
Gerry [http://homepage.eircom.net/~gerfmcc]

Could be frost or wind damage, or maybe lack of water?
