Try your local garden centre, builders merchant. You cant really get
used ones now as ones treated with creosote are not allowed to be sold.

Just be careful about buying sleepers from an ad in the paper. A
friend of mine bought some for a good price & they were delivered, as
promised, onto his drive quietly & very early in the morning while all
were asleep. The only problem was they were all concrete sleepers!
He'd never thought to ask...
