Default Dahlia problem

I've potted up some tubers and the shoots have now started to come through.
When I looked in the greenhouse tonight they were covered in a white chalk
like substance.
Anyone have any idea what is causing this and how to prevent it?

Sounds like it could be mildew, any chance of a Pic of them?
