Default Dahlia problem

If anyone has time could they please log on to www.kilmar.plus.com and
have a look at a photo of the new shoots on a dahlia in our garden.

Having looked at my books the best I can come up with is cucumber
mosaic virus but this doesn`t account for the brown appearance of the
new shoots.

Any ideas would be welcome.

Thank you.

The leaves look like they have had an attack of aphids to me, have you
checked underneath the leaves? The growing tips..... slugs?
