Default Geranium Trailing Balcony

I am tempted to buy some of the plug plants being advertised for this plant, but see that delivery can be anytime up to the middle of May. Would this give time for the plants to grow sufficiently to be worthwhile for the summer, say from July onwards? (I cannot find reference to whether this is a perennial, albeit half hardy.)
