Default use of under pot heating

I have potted my tomatoes on into 3" pots - also I have some parsley
in trays which has sprouted.

I have space on a heated sand bed.

Should I put them on it - or just use staging?

I would use staging for the toms, but keep the overnight temp: above
5 deg C. I expect the parsley could be similarly treated
