The branches encroaching into your garden are trespassing. You can cut
them back and (it would be polite to) offer them back to the owner.

It is probably a good long-term idea to talk with your neighbour before
doing the pruning so that they have a chance to do it themselves - there
was a recent thread in urg in which an owner of a tree thus pruned was
unhappy at the way it had been done.

Think so. Remember you've got to offer the branches back to the owner as
well....

That's my understanding too, and it is better to talk to your neighbour
first and explain what you want to do etc....
Not that that's always possible!
