Yup, Valerie hasn't got the right public link.

The link given is the link the account user gets if they click on the
image.

To get the public Dropbox link to share with others, you need to right
click on the file and use the Copy Public Link option (on the website)
or in the desktop version get it on the Dropbox sub menu on a right
click
