Default box weird shoots

Now, it might be me but on several box balls in several gardens this
week i have seen new growth that is pretty weird. remember it looking so
curly and pale it's on all the boxes I've looked as so far and I
wondered if it was that frost we had or do box have strange growth at
the beginning of the year and I haven't noticed?
The tiny shoots look sort of very pale and tightly packed together.

The RHS site image doesn't load Sacha but this is not dieback,
definitely not. It's more like new growth that is very pale and very
tiny and very 'tight' can't take a photo as my camera was one of the
things that got stolen in the burglary last month!

You get this effect when plants have a slight dose of weedkiller
sometimes.

It's on well growing established box with no sign of die back etc. just
this strange tight new growth. I suspected frost damage but wasn't sure




Could it be Tortrix Moth damage? Sometimes this can distort new shoots.
Often, apical leaves are bound together to protect the caterpillar.
