Default Will it ever dry out?

Went down the plot today to spread the manure out across the potato bed and
do some hoeing. The top of the soil was dry enough for me to get the
garlic/onion bed hoed, got the weeds off and broke up the cap beautifully.
Then I went back to try to dig in the manure, impossible, so wet an inches
or so down it just clogged up my fork. Lets hope we don't get any more rain
for a week or so.
