Both from seed potatoes and from shop potatoes that have turned to
seed.

I have staggered the planting of them by every couple of weeks.

When is the best time to harvest them ? IS it when they flower or
after a period of time ?

If they are early potatoes it is when they flower. If not it is when the
haulm (stem) dies.
