Default Viburnum Tinus decimated by caterpillars?

For the past couple of years the Viburnum Tinus has been
looking very peculiar, SWMBO has just discovered that the
damage seems to be due to an infestation of very, very
small caterpillars, turning the leaves into a filigree state!

Is there anything we can do to reduce or eliminate the caterpillar
population.

The shrubs are very large, about ten feet high, and there are
several of them.
