Default Waterlily

Can someone tell me why my water has not flowered. I purchased it two years
ago and it didn't flower so last year I re-potted it and there were still no
flowers.

Hardy or tropical?
How much sun does it get (most need full all-day sun)
Have you fed it?
How?

they need a feed now and then (little stick from the pond shop, you shove it
into the mud in the pot) and they don't like moving water. Some folk say
it's just water splashed on their leaves they get peeved about, but mine
didn't flourish until I took it out of the fish pond and gave it its own
stagnant kingdom to live in.

Water lilies need a few hours of sun daily and dislike shade.
They hate water splashing on their leaves (from a waterfall or fountain).
They also dislike moving water unless it's very very slow.
They need to be at their optimum depth above the crown or thereabouts.

What variety have you got, some can be shy?
