Default japanese maple in trouble

i have a small potted japanese maple (garnet i think) two years ago it was
nearly lost due to scale insect infestation,it recovered, and last year it
looked healthy, this year though, i noticed more scale insects again and
although i believe i caught it early and treated the tree, it still looks in
a bad way, the ends of the leaves on about 30% of the plant look as though
they`ve been scorched and are brittle, is this the result of the scale
insects or does the problem lie else where?
the tree is sited in semi shade and has been since i bought it 5 years ago
