Default [IBC] tests

A few words about "tests."

1. They're annoying.
2. They take up *costly* space (forever) in our archives.
3. They're really unnecessary. News group posts ALWAYS go
through.
4. There are NEWS GROUPS that are designed JUST for testing
delivery of your deathless prose. One of them is
alt.alt.test. Use that, if you feel you must test.
