Default [IBC] Ok To Chop?

I just acquired a Japanese maple (green-leafed). It is about 7' tall, with
300-400 leaves.

Is it ok to chop it down to 2' now, leaving only about 15 leaves?

It was in a pot in the ground, and so a fair number of roots had to be
severed.
