Default [IBC] Question about Japanese contest

Could he be referring to the JAL World Bonsai Contest which is for
anyone but the Japanese?

I just read in the web page of the Spanish master Angel Mota

Kyoto in 2000, literally you can read in the last line in his biography:
“second price in the japan 2000 contest held in Kyoto”. I believed that it
was not possible, and the contests in Japan were exclusive for the Japanese
people. The trees in the web page look gorgeous, but, is this possibly? Or,
is he just a fool? Can the occidental bonsai artist participle in the
Japanese contest?

You are correct, Pauline. Angel Mota Morcillo was second
runner up to the grand prize for the JAL World Bonsai Contest
2000 which was announced in Kyoto at the Taikanten.
