If anyone has seen the plant pictured, please tell me what it is.
It
is probably an Euphorbia, because of the leaf arrangement and acrid
white latex, but I've never seen this one before.

It appeared as a seedling in an area where I lost a Palm. The soil
and palm came from North Carolina.

I don't know what format you attachment was in but it is just garbage on
my end and I rarely have problems viewing pictures.

It's supposed to be a JPEG file, but it looks like it was improperly
attached. Possibly Robert included it rather than attaching it. Or else
it is a corrupted file.

That's better!

It's a wild Euphorbia. It's the one they call caper spurge, I think
(Euphorbia lathyrus). But don't try pickling those seeds!

And the sap can be caustic on some skins, it used to be put on warts.

But it's a fascinating plant, a biennial usually. The second year it loses
that splendid columnar estate with directly opposing leaves.

We love it!

One of its lesser cousins is small and soft with a very different shape and
it grows everywhere in my garden, the hens don't eat it so I do have some
patches of green.

Mary is right. Here in England we call it a Mole Plant because it's reputed
to repel moles from your garden. We don't have moles, so it must work :-)

Thanks to Mary and Someone.
You are right is is Euphorbia lathyrus or mole plant or gopher spurge,
a southern European native. I just hadn't seen it in this part of the
world before..
