Default Horse manure tea on tomatoes

What are the proportions for making the tea ? Is it applied to the foliage
or the earth ?

Default Horse manure tea on tomatoes

Dilute it 50/50 and use it to water your plants. I have never heard of using
it on the leaves, but you might "burn" them. Let us know if you try.
