Default miracle gro shrub potting soil

What is the white-ish yukky looking stuff that dries on the top of this
soil? I have put some rooted eunonymus in a pot of this soil and am
wondering if I should repot to a different soil. This stuff has no odor,
but looks scummy and also has a lot of wood shreds in it.
Can someone enlighten me please?
