Default Cut Back Earwig-Chewed Butterfly Bush Again?

I have a butterfly bush that has already been completey devastated by
earwigs. Each leaf looks like swiss cheese. A few weeks back I cut
the plant down to about a foot high, and now it's already about 4 1/2
feet tall and quite bushy, but chewed to pieces. Should I cut it all
the way back again and start the foliage afresh, being extra vigilent
with the nocturnal earwig-in-a-soap-bucket patrol? Or is it too late
to start all over again?
